In a bid to maintain control over the city, the Mayor decides to collaborate with the Russian Mob. However, it soon becomes apparent that they refuse to adhere to his terms. In an attempt to rectify the situation, he agrees to betray the Russians and pave the way for the Cartel. Upon discovering this betrayal, the Russians retaliate by kidnapping the Mayor’s daughter, sparking a series of intense conflicts.
